It is building software around how an organisation actually works, instead of changing how it works to fit a product someone else designed. The output is a system your business owns: the source code, the data model and the roadmap. The trade-off is that you also own the cost of building it and of keeping it running afterwards, which is the part most comparisons leave out.
That last sentence is the one most agencies skip, and it is why a lot of custom projects disappoint. A bought product includes a vendor's ongoing engineering, support and security patching in the licence fee. When you build instead, those costs do not disappear — they move onto your side of the ledger. A project budgeted only for the build is underfunded before it starts.
The right question is not whether custom software is better. It is whether the difference between what you need and what you can buy is worth owning a system. Sometimes the honest answer is that a well-configured off-the-shelf product plus two integrations solves the problem for a fraction of the cost, and we will say so.
